French family policy: one of Europe's most generous

France runs one of Europe's most comprehensive family support systems. Many of these benefits are available to foreign nationals legally residing in France — often from the moment they arrive. The key principle: legal residence, not nationality, determines access.

The main family benefits

Allocations familiales (family allowances)

Monthly payments for families with 2 or more dependent children (up to age 20). The amount depends on income since 2015 — higher earners receive a reduced amount. Available to foreigners with a valid titre de séjour from arrival.

PAJE (Prestation d'Accueil du Jeune Enfant)

A package of benefits for families with children under 6:

Complément familial

Monthly payment for families with 3 or more children between ages 3 and 21, subject to income conditions. Significantly higher for families with very low income.

Allocation de rentrée scolaire (ARS)

Annual back-to-school payment in September for children aged 6 to 18. Subject to income conditions. Available to legal residents.

Conditions for non-EU foreigners

For most family benefits, the required document is simply a valid titre de séjour. Some benefits require the child to live regularly in France. The child's nationality doesn't matter — even children of two foreign nationals qualify if the family is legally resident.

💡 Don't miss the 60-day birth window. The prime à la naissance is permanently lost if you don't claim it within 60 days of birth. Register with CAF the day you return from the maternity ward.

How to claim

All family benefits are claimed through your local CAF at caf.fr. Create an account, complete the relevant application form, upload your documents (child's birth certificate, proof of address, income documents, residence permit). Most benefits are activated within 2 to 4 weeks of a complete application.

We just had our first child. What should we apply for immediately?
The prime à la naissance (claim within 60 days — this is strict), then the PAJE allocation de base, and sign up for the childcare supplement if you use any formal childcare. Family allowances start from the second child.
We divorced and share custody 50/50. Which parent gets the allowances?
In shared custody, the parents can split the allowances (each receiving 50%) by joint request to CAF, or agree that one parent receives them all. Without an agreement, CAF typically pays to the parent with primary residence. Disputes are resolved by the family court judge.
