Your file's seniority: your most valuable asset
In the HLM social housing system, the seniority of your application is often the determining factor in getting a property. Losing 5 or 10 years of seniority through removal means starting from scratch in a queue that's already very long. Understanding the renewal and removal rules is essential to protecting this asset.
Why you might be removed — and how to avoid it
The main reasons for removal: failing to renew your application within the required timeframe (renewal is annual and mandatory), refusing 3 consecutive housing offers without a recognised valid reason, or your situation changing so that you no longer meet the allocation criteria. The preventive solution: update your email address in your file and renew on a fixed date each year.
You've received a removal notice — appeal quickly
If you receive a removal notice, don't ignore it. You generally have a deadline to appeal (often 2 months). Send a recorded letter to the HLM organisation explaining why the removal is unjustified — for example, you didn't receive the renewal notice because you had changed address. Explicitly request reinstatement with retention of your file's seniority.
If the removal is upheld: further recourse
If the HLM organisation upholds the removal despite your appeal, you can refer the matter to the DALO Mediation Committee (Droit Au Logement Opposable — Right to Decent Housing) if you meet the priority criteria: more than 3 years of abnormally long waiting (varies by département), inadequate or overcrowded accommodation, threat of eviction without rehousing, disability or dependants.
Submitting a new file after removal
If your removal is confirmed and you can't get it overturned, you'll need to submit a new file. Seniority starts from zero. But you can simultaneously apply to several HLM organisations and communes — which multiplies your chances.
